Does anyone know of a free or cheap web hosting service similar to what Geocities used to offer? I liked the way you could place pictures and text and move them however you wanted to, and I’d like to find something similar.

Don’t use free services to set up your website. Free services offer a sub-domain, not a real domain name. This means your site address will be something like http://yoursite.freewebs.com, not http://www.yoursite.com. This way your website doesn’t look professional.
