Help setting up an FTP over the internet ( locally hosted )?

I have a friend that needs a fairly large file, but the only way I can get it to him is over the internet, obviously no other services really seem to work as I’ve tried but an FTP should with good speed.. I just have some problems..

I want to host the file on my computer, I know how to do that with a few ( failed ) FTP clients, I want him to be able to type my IP ( ftp://65.xxx.xxx.xxx ) and be able to download it, we both have broadband..

any suggestions on what to use? I’ve forwarded all the necessary ports, so I’m not sure what to use really..

most of the servers made me create one on a local network.. ( 192.xxx.xxx.xxx )
